Consultancy Summary
As surgical services continue to expand in complexity and volume, there is a growing need to further strengthen perioperative nursing practice, leadership capability and competency-based skills development within the Operating Theatre (OT) environment.
To support this objective, AKHD seeks technical assistance to provide expert mentorship, capacity building, and systems strengthening in perioperative nursing services. The expert will assess perioperative nursing competencies, training needs, and patient safety practices across all surgical specialties and provide recommendations for competency-based development, mentorship, and sustainable workforce planning.
The goal of this consultancy is to strengthen perioperative nursing leadership, professional practice, workforce capability, and patient safety systems through expert technical assistance, mentorship, and capacity building.
Responsibilities and Scope
- Baseline Assessment
Conduct a comprehensive assessment of operating theatre and perioperative nursing services, including workforce capability, competency systems, leadership structures, patient safety processes, quality monitoring mechanisms, and Operating Theatre-Central Sterile Services Department (OT-CSSD) collaboration.
Deliverable: Baseline assessment and gap analysis report
- Professional Practice and Competency Development
Review and strengthen perioperative nursing roles, standards of practice, competency frameworks, orientation programmes, clinical skills validation processes, and mentorship systems.
Deliverables: Competency framework recommendations, orientation and competency assessment and skills validation and mentorship recommendations
- Leadership Development and Mentorship
Provide coaching and mentorship to perioperative nursing leaders, preceptors, and identified future leaders in the areas of leadership, workforce management, quality improvement, change management, and professional development.
Deliverable: Leadership development plan and mentorship report
- Patient Safety and Quality Improvement
Review and strengthen perioperative patient safety systems, including surgical safety practices, clinical handovers, incident management, infection prevention, recovery room safety, and quality monitoring processes.
Deliverables: Quality improvement recommendations, audit and monitoring framework and checklist, recommended perioperative nursing quality indicators
- Systems and Process Improvement
Assess and optimize perioperative workflows, theatre utilization, equipment and instrument management, documentation practices, communication systems, and OT/CSSD interfaces.
Deliverable: Systems and workflow optimization recommendations and guidelines
- Sustainability and Capacity Building
Support knowledge transfer through coaching, development of local champions, educational resources, succession planning, and establishment of sustainable professional development mechanisms.

Reporting
The Technical Expert will work under the overall direction of the Director of Nursing Services and collaborate closely with:
- Theatre Nurse Manager and other nurse managers from Surgical, Maternity, Paediatric, ICU, Pavilion wards
- OT/CSSD Programme Administrator
- Quality Department
- Infection Prevention and Control Team
- Anaesthesia Department
- Surgeons from different specialities
Required Qualifications & Experience
Education:
- Registered Nurse
- Bachelor’s degree in nursing
Experience:
- Minimum 10 years of perioperative nursing experience
- Minimum 5 years in a perioperative nursing leadership role
- Demonstrated experience in:
- Nursing skills development
- Competency-based training and education
- Leadership development
- Quality and patient safety improvement
Experience in a tertiary healthcare institution and in mentoring and coaching nursing leaders would be assets.
Language
English proficiency required; Kiswahili would be an asset.
